Abstract: The purpose of the research is to substantiate and develop methodological approaches for conducting a point assessment of the technical and technological level of the agricultural industry. The achievement of this goal involves the use of methods of theoretical and statistical generalizations, abstract-logical method using methods of analysis and synthesis, system and comparative analysis, the method of groupings. The theoretical and methodological basis of scientific research was the research of domestic and foreign scientists-economists on the chosen topic. The scientific novelty of the research consists in substantiating the need to assess the level of the technical and technological state of the agricultural sector, as well as developing methodological approaches to its implementation, as the most important stage of modernization of the Russian economy and building an effective model for the development of the industry based on the active use of technological innovations and innovative developments. An operational and reliable assessment of the use of agricultural machinery and technologies serves as a starting point for the development and approval of programs and projects for the modernization of the domestic agro-industrial complex, the choice of various mechanisms, tools, measures and directions of state support for technical and technological modernization, differentiated by regions, having similar properties of the agrarian structure and availability of equipment and technologies. In order to conduct a comprehensive assessment, a system of criteria is proposed, including 5 groups of indicators reflecting not only the pace of renewal and the degree of use of new equipment, but also the power characteristics of the machine and tractor fleet. The analysis and grouping of the selected indicators allows us to correlate the object of research to one of 4 groups: regions with low, average (insufficient), developed (high) and high-intensity levels of technical and technological development. Based on the proposed methodology, the authors evaluated the technical and technological component of the agricultural sector of the Krasnodar Territory, Belgorod, Volgograd, Oryol and Rostov regions. Calculations show that all these subjects are included in the group of regions with insufficient (average) level of technical and technological development.
