Abstract: Human capital in agricultural production is vital for sustainable development in rural areas and for ensuring a nation’s food security. It encompasses the collective knowledge, skills, health, and culture of agricultural workers, all of which are deployed in economic activities. Effective state regulation of agricultural development is essential for the optimal utilization of human capital. Strategic developmental initiatives focus on enhancing labor potential, attracting highly skilled professionals, increasing wages, and improving the quality of life for the rural population. Additionally, the research environment of a region and the quality of its infrastructure significantly influence human capital development. Fostering entrepreneurship and creating conducive conditions for innovation facilitate stable growth in the potential and efficiency of the rural economy. Therefore, managing the development of human capital is a strategic priority for achieving sustainable rural development and enhancing the agricultural sector of the economy. At this current stage, a significant practical task is to refine the existing state program for rural development, while also formulating approaches to motivate rural entrepreneurs to engage in the development of infrastructure services that directly aid in preserving and growing the human capital of enterprises.
