Abstract: The article presents the organizational and economic mechanism of state support for agriculture in the Republic of Buryatia, involving the use of increasing environmental coefficients at the levels of the subjects of the Russian Federation and their municipalities, the purpose of which is to compensate for economic losses arising from the special environmental regime in force in part of the territory of the Russian Federation (in zones of specially protected natural territories (protected areas), World Heritage Sites natural heritage, etc.). Since agriculture in the Baikal region incurs increased costs due to strict legislative norms aimed at protecting the ecosystem of the UNESCO World Natural Heritage Site - Lake Baikal, it is necessary to allocate additional state support to the agro–industrial complex to ensure harmonious, balanced interaction between society and nature, stimulate the rural economy, prevent land depopulation and consolidate the population in rural areas. The volume of state support for the regions of the Far Eastern and Siberian Federal Districts, whose agriculture is developing under environmental restrictions, is considered. The mechanism of functioning of the Interregional Agroecological Council involved in the development of a scale of increasing environmental coefficients and environmental subsidies has been determined. A methodology for assessing the agro-resource potential of the region is proposed and the classification of districts of the Republic of Buryatia according to the potential of agricultural development is carried out.
