Abstract: The paper proposes a methodological approach to the development of normative balances of the food needs of the population of the region, consisting of three main stages: calculating the need for crop and livestock products in accordance with the dietary consumption standards; calculating the need for plant raw materials, taking into account the specified parameters of self-sufficiency in food and the level of technological development; determining the total the need for plant raw materials for food production. The methodological approach is a unified set of techniques and tools for forecasting the parameters of the development of the agricultural sector based on the use of a system of norms and norms, as well as standards of innovative development, allowing to identify and specify the target indicators of regional strategic planning documents, to form a unified methodological approach to their development. The proposed methodological approach makes it possible to substantiate the contours of the development of the agricultural sector, minimize existing imbalances in the development of regional and municipal agricultural development strategies and development programs for individual industries and rural territories, make timely adjustments to targets, prevent distortions in the structure of crop and livestock production, adjust the action plan for the redistribution of budgetary resources funds, taking into account the strategic priorities of sectoral development, geo-economic and geo-political situation.
