Abstract: The article actualizes the issues of interregional exchange of food and its import as indispensable attributes of a stable food supply to the population of the country. To assess the risks of interregional food exchange, it is proposed to use an indicator of the concentration of interregional exchange based on the concept of the Herfindahl-Hirschman index. It is proved that the apparently undoubted food independence of the country for a number of food products, agricultural raw materials, hides significant problems (tasks) to improve interregional exchange. The proposed toolkit makes it possible to identify both "problems" of food products and "problematic" regions of the country in terms of food supply. It is established that the improvement of interregional food exchange reduces the risks not for all food products. Thus, imported food supplies are still in demand. To assess the risks of dependence of a country and its regions on food imports, it is proposed to adjust the amount of food dependence on "controlled" imported food supplies, supplies from friendly countries.
