Abstract: The strategy of transforming regional agri-food systems towards reducing greenhouse gas emissions can be implemented in many ways. To implement such a strategy, it is necessary to have an appropriate regulatory framework, monitoring, control and advisory services. Such a management system, functioning in accordance with the principles of a low-carbon economy, cannot guarantee the most efficient evolution of the agro-food system of the region from an environmental and economic point of view, understood, for example, as maximizing the annual economic result per unit of greenhouse gas emissions, without including in its contour mathematical model of the control object. In this case, the process of low-carbon transformation of the regional agro-food system will be associated with finding optimal control actions that meet all the necessary constraints when finding the optimal strategy.
