Abstract: The article contains a retrospective analysis of state social assistance to low-income citizens on the basis of a social contract. The restructuring of the directions of assistance to low-income citizens on the basis of a social contract is presented. The social contract is a popular mechanism for reducing poverty in rural areas. The implementation of assistance to poor rural citizens on the basis of a social contract requires immediate improvement of the technology of its application in rural areas. With the concentration of the number of poor citizens in the village, more than 2 times the urban indicator and a limited opportunity to find a job, it is fair to send at least 55% of the allocated federal funds to provide social assistance to poor rural citizens.
