Abstract: In modern conditions, the importance of rural territories takes on new meanings associated with the pandemic (COVID-19) and the active implementation of state policy in the Arctic. The state policy in relation to the rest of the rural territories is implemented through the corresponding state program, the funding of which was substantially cut in 2019. The relevance of the study of improving the quality of life in rural areas and the development of rural human capital is due to the need to find solutions to break the degradation trend in the functioning of rural areas. Today it is important to transform the state and public attitude towards the village, agricultural production from the standpoint of updating the beneficial properties of life in rural areas. This can be done in view of the digitalization of rural areas and the elimination of the digital divide between city and village. Broadband Internet access greatly removes the differences between urban and rural life. The purpose of this study is to analyze the status and quality of life and human capital in rural areas of Russia.
