Abstract: The article discusses organizational and economic issues of expediency and the need to develop methodological provisions for evaluating large innovative investment projects in the agro-industrial complex of the region, which form the basis of a long-term strategy for the functioning of regional sectoral technical and technological policies based on innovative activities. The paper suggests that discrete-dynamic balance modelling contributes to a systematic approach to assessing options for regional sectoral technical and technological policy strategies based on innovation. Discrete-dynamic balance modelling allows you to give a real idea of the necessary financial resources for the implementation of large innovation and investment projects at various time sites, taking into account the characteristics of the development of all the most important institutional structures surrounding the agro-industrial complex. The article recommends improving existing legal and methodological approaches to the assessment of innovation and investment activities in the framework of the formation of the concept and long-term strategy for the development of regional sectoral technical and technological policies in the provision of grants and loans.
