Abstract: In the context of the ongoing sanctions imposed by Western countries and the response of economic measures by Russia, there are some changes in export-import operations in terms of agricultural products, raw materials and food, which affected the development of the domestic fisheries complex. At the same time, the fisheries complex is able to solve the problem of import substitution and provide physical and economic access to fish products for the population. The article analyzes the dynamics of agricultural development in terms of import substitution, the characteristics of the fisheries complex, different points of view on the problems and opportunities caused by the change of economic conditions in the industry. It is concluded that in the new conditions the state should make additional commitments to support the positive trends and compensate for the negative phenomena ensuring the sustainable development of the fisheries sector of the Russian Federation.
