Abstract: The formation of a middle class in rural areas is the basis for the sustainable existence and development of rural areas. In developed countries, the middle class accounts for the majority of the population. At the same time in Russia at the moment there are regions in which agricultural workers receive wages less than the subsistence level. In order to establish the prerequisites that influence the formation of labour incomes in the population's agro sphere, the paper analyzes the state of five sectors of agricultural capital (social sphere, human capital, production resources, industry performance and financial condition) in 79 subjects of the country. The subjects involved in monitoring are grouped according to the level of profitability. The analysis revealed that the group with the lowest return uses 10‰ less potential sector potential compared to another group, which is higher in terms of profitability. Thus, the gap between the group with the lowest incomes (these are regions whose wages are less than the established level of the subsistence minimum) and the group with the maximum incomes (wages three times or more is higher than the subsistence minimum) is on average 30‰ five sectors. The maximum lag was identified by the sectors of human capital and the efficiency of the industry.
