Abstract: The basic principles of creation of rational system of regulation in agriculture formulated within classical and the physiocrat schools, remain relevant for domestic agrarian and industrial complex in modern reality. In article theoretical aspects of formation and growth in incomes of the nation rich with natural resources, in a context of classical and physiocrat economic schools are considered. Economic factors and the main measures of state regulation of effective reproduction of resource potential of agricultural production of the Russian Federation are defined. The analysis has shown that the advancing growth rates of cost of the consumed resources over growth of production and value added demonstrate existence of interindustry price disproportions in agrarian and industrial complex of the country. Food price is formed in the market of the end user taking into account a big trade and intermediary margin, and growth in incomes of the population and its purchasing power don't promote growth of the actual price of products of agricultural production, profitability of branch and market price of farmlands. Income of the consolidated state budget can be increased thanks to growth of profitability of agriculture and the increase in the market value of farmlands which is base for calculation of taxes corresponding to him.
