Abstract: The reforms implemented in Russia have not yet ensured the improvement of the socio-economic status of rural areas, including the improvement of the quality of life of the rural population. On the contrary, in many respects the situation in the village has significantly worsened. One of the main reasons is insufficient effectiveness of the authorities to develop and implement the economic potential of the village. Solving this problem involves determining its real value and identifying ways to use it fully. Existing developments do not adequately meet the requirements. Taking this into account, the article substantiates theoretical propositions that develop the appropriate scientific and methodological basis. The essence of the notion of "economic potential" and the main scientific categories associated with it has been clarified, and the crucial role of the management potential in rural development is shown. The assessment of the economic potential of rural areas is recommended to be carried out taking into account the best results achieved in world practice in a similar area based on the use of the most effective technologies. The conclusion is made that the plans and programs for the development of rural areas should be developed taking into account this recommendation, which will contribute to the activation of the introduction of modern technologies in rural areas and its socio-economic development.
