Abstract: In article the analysis of contents of regulations on realization of a problem of introduction into circulation of tens million hectares of the abandoned farmlands is made. The reasons of non-use of the lands which have caused decline in production of production of agriculture and livestock production, loss of food independence by Russia are opened. Importance of development of the Federal target program of input in a turn of farmlands which is turning on the restoration mechanism is proved: updating of normative documents, measures for formation of material and technical resources, elimination of distortions in financial and credit system, increase in level of the state support of the village, overcoming shortcomings of the foreign trade relations, activization of innovative processes, creation of acceptable social conditions for workers of the village. Organizational and economic bases of formation of new more effective resource and innovative model of use of farmlands are offered. The solution of problems of input in a turn of waste lands requires not less than 300 billion rubbles today. Due to input and use of new lands by 2025 at the developed productivity of crops it is possible to increase production of agricultural production in terms of grain to 85 million t. At the same time the general production will increase for 20-25‰
