Abstract: The basis of the rural economy of most Russian regions is agriculture. Today, a special role in the development of a large part of rural areas belongs to the households of the population. Sustainable and effective development of rural areas is one of the prerequisites for creating an enabling environment for the formation and use of human capital in the agrarian sector. The research objective is to reveal priority directions of rural territories development for development and realization of strategy. The growth of employment of rural population, the level of its income ensures the quality of life, creates the prerequisites for increasing the volume of investments in human capital, since real opportunities for its implementation appear on the territories of the permanent residence of the rural population. In modern conditions, the task of developing rural areas should be resolved within the framework of the policy of spatial development of the whole country. The specificity of each region, the level of its social and economic development, its natural and climatic, resource, economic potentials, the features of the regional geographical and economic space, and other factors should be taken into account in the development and implementation of the spatial development strategy of the Russian Federation.
