Abstract: The objectives of agricultural development and regulation of markets for agricultural products, raw materials and food in the Russian Federation were considered. The content of the categories "food security", "food independence", "import substitution" was analyzed. Interim results of import substitution were considered. The growth in the volume of production of agricultural products, in particular livestock products, was identified. The food balance data were analyzed. The reduction in the total volume of food resources of meat and meat products and the consumption of basic livestock products by the population of the Russian Federation was revealed. The introduction of organizational and economic mechanisms that contribute to ensuring food availability for the entire population of the country, in particular, the mechanism of domestic food aid, was justified. Consideration of food security as the main target of the state agrarian policy in the Russian Federation was proposed.
