Abstract: In science and practice of management the consistent focus is provided on staffing of agrarian and industrial complex, but for the last twenty-five year period it is seriously weakened, despite the increasing relevance. A research objective is improvement and development of the organizational and economic mechanism of staffing of agrarian and industrial complex. The most urgent and a priority is development new or change of the existing regulations on public administration in the sphere of personnel potential, differentiation of competence between various levels of management, etc. The mechanism of development of personnel potential and system of providing agrarian and industrial complex with managers at all hierarchical levels have to be considered as unity of the interconnected subsystems, proceeding from the factors determining the level of security of agrarian and industrial complex with managers. In this regard, the system of providing agrarian and industrial complex with managers should be defined as the complex, multilevel social and economic structure including subsystems: reproduction; distributions; exchange; uses of managers; and also the operating personnel subsystem intended for an assessment, regulation and increase in efficiency of their activity.
