Abstract: In economic researches definition and use of objective criteria of the level of development of the national market, and also this or that his segment remains a problem. In view of lack of statistically recorded data on labour market for Russia of the end XIX - the beginning of the 20th century, the unique option of a research is the analysis of indirect indicators. In article studying history in pre-Soviet domestic science of a phenomenon of an agrarian overpopulation in Russia of the end XIX- the beginnings of the 20th century is considered. The methodology of a research of an agrarian overpopulation is presented by the system approaches affecting both the quantitative and qualitative party of the matter. It is concluded that the numerous studies resulted in two interrelated concepts: the absolute land scarcity and the relative land scarcity. Both of them leaned on a technique of definition of surplus of the population, proceeding from labour norm of land use or from consumer norm, both came to a conclusion about a big agrarian overpopulation in Russia. The research of features of an agrarian overpopulation in many respects reflects the nature of development of modern Russia
