Abstract: Today in the prevailing situation of economic restrictions, policy of Russia is directed to formation and strengthening of agrarian and industrial complex for ensuring food security of the country and strategy implementation of import substitution. Economic sanctions became the catalyst of active development of agricultural industry, an incentive for prevention of possible deficit in the domestic market of agricultural products. In this article the current state and tendencies of development of the agro food market of Russia are analysed, the main problems interfering implementation of policy of agro food import substitution in Russia are revealed and methods of their minimization are offered. Regardless of that in recent years investment processes in agrarian and industrial complex became more active, nevertheless it is required to put a lot of effort for import substitution of self-produced agricultural products, in particular: to enhance the mechanism of crediting, pricing, system of the land relations, to create favourable conditions for ensuring profitability of producers and steady development of the rural areas. Implementation of agro food import substitution policy will allow increasing amount of products of agricultural industry of our country in several times. Eventually, by 2030 by calculations of scientists the total amount of agricultural export and food can exceed import cost by 2-3 times.
