Abstract: In the article the main attention is paid to definition of the place and the role of customs services in customs regulation of agricultural goods import to the Russian Federation. Customs services and customs regulation of goods import got a strategic importance now as they are a guarantor of ensuring food security, provide achievement of the embargo objectives in response to the declared by USA and the EU sanctions, promote import substitution, development of agricultural goods production by domestic producers. Definition of the place and a role of customs services in customs regulation represent an important methodological problem today. Therefore the structure of customs services, their substantial filling and a concrete orientation to the directions of customs regulation are considered first of all in the article. In compliance of these directions agricultural goods import and export experience of customs authorities of foreign countries, features of functioning of Russian customs authorities in the conditions of membership of Russia in World Customs Organization and World Trade Organization were considered. Considered questions are actual as for the theory as for practice of providing the population with qualitative foreign agricultural goods, and also for creating favourable conditions to domestic producers of these goods.
