Abstract: Underestimation within many decades of need of complex development of the Russian village, optimum placement of agro-industrial production, creation of social infrastructure have led to serious negative both social, and economic consequences. The analysis of a condition of agro-industrial complex of the Russian Federation and implementation of an agrarian policy have confirmed the need of change of her paradigm, development of strategic priorities on further development of agrarian and industrial complex. The following priorities have been allocated: transition to full strategic planning of development of agro-industrial complex, including development of the Uniform scheme of territorial and branch placement of agro-industrial production taking into account natural, material, financial and other types of resources and human potential; technical and technological modernization of rural economy and food industry; increase of level of profitability of landowners, due to the state support of agricultural producers, improvement of financial and credit policy, state regulation of pricing at industrial and agricultural output; adjustment and increase in financing of the State program of development of agriculture; development of the new program of scientific providing agro-industrial complex, the program of training.
