Abstract: The author has analyzed the problems of rural development. Rural territories have the natural, demographic, economic, historical and cultural and other potential which rational use can provide their sustainable development, a worthy standard of living of country people and positive dynamics of production of agricultural products. According to acts of the Russian Federation villagers (citizens) in the territory can carry out local government in three directions: in the form of local government concerning local value, in the form of non-profit organizations and in the form of public associations. Directly agricultural producer has to become the subject of management of rural territories. Backwardness of the target projects directed to involvement of inhabitants to development of rural territories, lack of financing are the main factors constraining their development. The country people have to have the right to receive means for participation in management from federal, regional and local taxes and fees. The problem of effective management of development of rural territories can be solved in a number of the directions connected with development of economy, formation of social infrastructure, with the migratory movement of the population.
