Abstract: Russia and its fishery will of course radical reforms, destined in the third Millennium to solve many urgent problems and return the fishing authority the first nation in the world. The reality of the last decade did not allow industry enterprises to fully realize the potential for upgrading the fishing fleet. Changing economic conditions, the emergence of numerous joint stock companies, partnerships and sole proprietorships have a drastic impact on the unified technical policy in the field of renewal of the fishing fleet in the industry. Obviously, to create comfortable conditions "entrepreneur from the sea" should be deleted legislative gaps and build legal rules based on specific conditions in different fishery basins in the country. To solve the set task it is necessary, first, to build on existing best international practices, good governance and the promotion of private initiative and entrepreneurship. Accession to the WTO and introduction of restrictive measures, including on fish and some types of fish products, oblige the authorities of the country to change radically the views of development of a fishing complex of Russia. Fishermen and managers of all levels systemically have to have one purpose: not to allow discontent of fishermen, to keep water biological resources, not to allow poaching.
