Abstract: The agriculture is the strategic branch of economy aimed at providing food security and receiving raw materials, acts as a source of reproduction of labor for all branches of economy. A special attraction of agriculture received after the introduction of sanctions in response to the embargo and the rise in prices for imported goods. The imposition of sanctions with a view to the international isolation of Russia will increase the prestige of agricultural work and to attract young cadres in the countryside. The policy of import substitution has provided new conditions for the development of the industry, increasing investor interest in new projects. Development of new technologies is impossible without the effective use of human resources. Employers are important professional knowledge, industry expertise, negotiating experience, leadership skills and an understanding of modern management principles. Complicating the situation is that the redistribution of personnel from other sectors in agriculture is not appropriate, and the shortage of qualified personnel is a factor limiting the further development of agriculture.
