Abstract: In practice it is necessary to use more possibilities of the formalized methods of modeling and forecasting. Scenario results of extrapolation have to be a basis for the subsequent assessment by experts. In our opinion econometric approach deserves special attention. It allows to consider in a certain degree all variety and extent of impact of separate conditions and factors on change of key indicators of social and economic development of certain territories in the planned period. The article presents the results of testing methods for constructing complex econometric model of socio-economic indicators of development adapted to the subjects of the North Caucasus Federal District, allowing to identify the essential conditions and factors that influence when the set target values of the state program of development of the macro-region. It should be noted a number of advantages of the offered complex econometric model at strategic management and programming: the model allows to consider interrelations and for bigger quantity of criteria indicators, has universal character, has practical appointment and can be used not only for identification and a quantitative assessment of interrelations of indicators, but also for their extrapolation on an average and long-term outlook.
