Abstract: Conceptual provisions on ensuring food security are based on innovative and investment approach to development of regional agrarian and industrial complex and are directed on its functioning in the conditions of sanctions policy. Authors revealed threats of ensuring food security both regarding economic, and regarding physical availability of the food; the conclusion that cluster approach as the institutional tool ensures food security on the basis of formation of the competitive integration structures using advantages of synergetic effect of interaction in the direction and realization of strategy of import substitution is drawn. The food security is considered by authors as set of the social and economic processes of structurization and integration caused by effective investment investments in new technologies and productions. Innovative and investment strategy of ensuring food security assumes complex application of the knowledge-intensive reserves in organizational and administrative, social and economic and technical and ecological fields of activity of the enterprises.
